I often scoop up what looks like meaningless bits of shells, pebbles and sand and put it in containers for future use. I have used these fiddleybits to enhance many of my designs. sand frame, sea glass flower, plaster hearts - and all at zero cost... with things others pass by. It's the ultimate form of thrifty crafting and recycling.

Seashell Ornament Tutorial
Get a pattern off by doing a Google search. Cut out of foam core board or cardboard. Don't try to be perfect, perfect is boring.
Spread a thick layer of Tacky glue or thick white glue over the whole area. Don't miss spots.
Let the ornament dry and then gently shake off the excess. Add shells where you might have holes.
